Duncan, Julia Ann Barnett, 49, Lexington, KY, widow of Bill Duncan, died Tues., Feb. 24, 2009 at the UK Markey Cancer Center. Born May 10, 1959, she was the daughter of Helen Brisbay Barnett of Lexington, KY and the late Bob Barnett. Mrs. Duncan graduated from Transylvania University and received her Masters Degree from the University of Kentucky. Mrs. Duncan was the Director of Spinal Cord Injury Recreation and Athletics for Cardinal Hill Rehabilitation Hospital. She was formerly employed for 15 years at Via Services, Inc. in Santa Clara, CA where she held numerous positions including Assistant Director of Recreation and Respite Services, Camp Director, Director of Recreation and Respite and Director of Program Services before returning to Lexington in 2001. In 2000, she was appointed to serve on the Santa Clara County Children and Families First Commission, and was subsequently appointed by the chair of the commission to serve as liaison to the State of California Commission. She served on the City of Santa Clara and City of San Jose Task Forces to implement ADA (American for Disabilities Act). Mrs. Duncan acted as a consultant on accessibility to an architectural design class at San Jose State University. She worked on numerous committees and task forces developing policies to improve the lives of people with disabilities. She was coach of both the Hill-on-Wheels Basketball team which won the Division III National Championship in 2008 and Cardinal Hill Miracle League. Mrs. Duncan served as a board member for various organizations including the Lexington Sports Authority, Lexington Miracle League, and the Kentucky Spinal Cord Injury Association. Her professional affiliations included the National Wheelchair Basketball Association, National Recreation and Park Association, National Therapeutic Recreation Society, American Camping Association, and the Infant Development Association.
In 1989, Mrs. Duncan published Creative Camp which was a curriculum guide for camps serving persons with disabilities. She received many awards throughout her career including the Who’s Who Outstanding Young Women of America, Transylvania’s Distinguished Service Award, Transylvania Distinguished Achievement Award, and Cardinal Hill Hospital’s President’s Leadership Award in 2008.
Survivors other than her mother include two sons, Stan (Amanda) Duncan of Lakeside, AZ and Steve (Rhonda) Duncan of El Cajon, CA; grandchildren, Tyler, Joshua, Alex, Sarah and Emily Duncan; two sisters, Rosemary Barnett Tutt and Bobbie Sue Barnett, both of Lexington, KY ; two brothers, Armando (Olivia) Urbina, Fresno, CA and Isidro “Ike” Urbina of Clovis, CA; niece, Melissa Lee Noel Tutt and fiancé, Justin Gash; nephew, John Harold (Melissa) Tutt; and mentors, Coach Don Lane and Dr. Richard Thompson.
Beloved by her many friends and associates, Julie was known for her generosity, kindness, loyalty to friends, humor, unique talents in presentations, fundraising, etc., leadership, and above all, she cared deeply for people and their circumstances. Funeral services will be 2:30 pm Fri. at Kerr Brothers Funeral Home, Harrodsburg Rd. by Rev. Tammie Lanham. Burial will follow in Hillcrest Memorial Park. Pallbearers will be Scott Ferguson, Joe Townsend, Steve Duncan, Stan Duncan, Alex Duncan, Armando Urbina, Isidro “Ike” Urbina, David Mills, Justin Gash, and Coach Paul Jackson. Honorary pallbearers will be Hill-on-Wheels Team, David Kiley, Dickie Bryant, Coach Don Lane, Dr. Richard Thompson, Alan Storter, Ron Borkowski, Jon Burford, Bill Kuerzi, Nick Livak, Phil Livak, Frank Lewis, Tom Vandevere, John Shouse, Curt Beamer, Gilles Briere, Ronnie Walker, Mike Hornsby, Mike Keup, Brian Conlisk, Scott Turner, Coach Brian Lane, Robert Tiffany and Dave Gerletti.
